The House of Lords judgment on homelessness, handed down today, will be considered at the "Trends and developments in Homelessness" seminar taking place in Manchester next week (10/7/09).
The House of Lords has today handed down judgment in Birmingham City Council v Ali and Moran v Manchester City Council [2009] UKHL 36 - cases concerning the duties of local housing authorities towards homeless people under Part 7 of the Housing Act 1996 and when it is reasonable to remain in short term or refuge accommodation.

At our homelessness seminar next week (10/7/09), James Stark’s paper on What is “homelessness”? will explore in detail the implications of this judgment and offer practical advice on how to seek to apply it to your client's best advantage; in particular the consequences for the “homeless at home” for enforcing the obtaining of suitable accommodation and for women’s refuges and discussing whether the House of Lords decision creates as many problems as it solves.
The seminar will also consider other important developments within the homelessness legal framework such as caselaw on eligibility and discharge of duties along with an emphasis on emerging best practice and tactics, including spotting and challenging gatekeeping, dealing with urgent cases and costs.
